The Government of Canada started inviting candidates under the Parents and Grandparents Program
On October 10, 2023, the Canadian Government started inviting candidates through the Parents and Grandparents Program (PGP). From October 10 to October 23, Immigration, Refugees and Citizenship Canada (IRCC) will send invitations to apply to 24,200 potential sponsors selected randomly from the pool of submissions from 2020. IRCC aims to receive 15,000 complete applications. Candidates who submitted an interest to sponsor form in 2020 but have yet to receive an invitation to apply for the PGP in 2021 or 2022 should continue checking their emails for the invitation from IRCC. The Government has also updated the income requirements that all applicants must follow to be considered eligible.

IRCC invited 3,725 candidates in the new all-program Express Entry draw
On October 10, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 3,725 Invitations to Apply (ITA) to candidates under the Express Entry draw #268. In this draw, IRCC invited candidates under all immigration programs. In the latest round of invitations, the cut-off score was 500 points, 4 points fewer than in the previous all-program draw. The tie-breaking rule for this round was October 2, 2023, at 15:25:30 UTC. As of October 10, 2023, there are 213,592 profiles registered in the Express Entry pool. In 2023, Canada issued 89,773 ITAs through the Express Entry draws.

Over 185,000 Ukrainian nationals arrived in Canada under the CUAET
On October 10, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the number of Ukrainian newcomers arriving in Canada under the Canada-Ukraine authorization for emergency travel (CUAET). According to the latest update, IRCC received 1,189,372 applications under the CUAET. IRCC has approved 909,464 applications from Ukrainian nationals. July 15, 2023, was the last day to apply for a visitor visa under the CUAET measures outside Canada. From March 17, 2022, to September 30, 2023, 185,753 Ukrainians arrived in Canada under the CUAET program.

The Immigration Minister announced a new pathway for immigrants from the Americas
On October 10, 2023, Marc Miller, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced a new humanitarian permanent residence pathway for individuals from the Americas. Canada will welcome 15,000 migrants and provide regular migration pathways to people in the Americas, offering economic opportunities as an alternative to irregular migration. As part of this commitment, Canada will welcome up to 11,000 Colombians, Haitians, and Venezuelans through the new pathway. This fall, foreign nationals from these countries located in Central or South America or the Caribbean with extended family connections in Canada will be able to apply for this new pathway.
