The Government of Canada extended temporary measures to support applicants from Türkiye and Syria
On September 29, 2023, the Canadian Government announced an extension of measures to provide support for Turkish and Syrian temporary residents in Canada who were affected by the earthquakes in Türkiye and Syria in February 2023. The extension, valid until January 3, 2024, allows Turkish and Syrian nationals in Canada with valid temporary resident status to continue their studies, work, or visit family by applying for a free extension of their status. They also can switch between different temporary streams and take advantage of an open work permit. These measures also aim to assist Canadian citizens and permanent residents from Türkiye and Syria affected by the earthquakes returning home to Canada.

Express Entry candidates are no longer required to provide upfront medical examination
On September 29, 2023, the Government of Canada implemented changes to the medical examination requirement for Express Entry applicants. As of October 1, 2023, upfront medical examinations are no longer mandatory during the application process. Manitoba invited new Ukrainian candidates under the MPNP
On September 29, 2023, the Government of Manitoba held the 18th draw for Ukrainian candidates. The province invited 42 candidates through the Manitoba Provincial Nominee Program (MPNP) in this draw. To be eligible, applicants must be Ukrainian citizens, have a minimum of CLB 4 in each language band, have connections to the province (close relative, community ties, previous employment, or studies in Manitoba), and score at least 60 points in the EOI registration points-grid, and possess a valid language test in one of the official languages. In total, the province invited 11,831 candidates in 2023, including 259 Ukrainian nationals.

Over the last two weeks, Immigration, Refugees and Citizenship Canada (IRCC) held new draws in the pools of International Experience Canada (IEC). From September 16 to September 29, Canada invited 2,514 young foreigners to apply for an IEC open work permit. As of September 29, 30,757 candidates registered in the pool, awaiting the invitation. In this round, there were 184 ITAs for Australia, 11 ITAs for Belgium, 47 ITAs for Chile, 9 ITA for Costa Rica, 3 ITAs for Croatia, 43 ITAs for the Czech Republic, 12 ITAs for Denmark, 5 ITAs for Estonia, 147 ITAs for France, 145 ITAs for Germany, 16 ITAs for Greece, 1 ITA for Hong Kong, 119 ITAs for Ireland, 102 ITAs for Italy, 96 ITAs for Japan, 251 ITAs for Korea, 3 ITAs for Luxembourg, 50 ITAs for the Netherlands, 93 ITAs for New Zealand, 14 ITAs for Norway, 37 ITAs for Poland, 62 ITAs for Portugal, 2 ITAs for Slovakia, 4 ITAs for Slovenia, 121 ITAs for Spain, 24 ITAs for Sweden, 3 ITAs for Switzerland, 319 ITAs for Taiwan, and 591 ITAs for the United Kingdom. In 2023, Canada issued 121,616 ITAs under the IEC Program.
