Newfoundland and Labrador seeking new settlement projects to help newcomers
On July 26, 2023, the Immigration, Population Growth and Skills Department of Newfoundland and Labrador called for project proposals to improve the settlement and integration of newcomers into local communities. The objective is to enhance newcomers’ quality of life and satisfaction while promoting the province as a top immigration destination. Two categories of projects will be accepted: those focused on stimulating economic advancement and those providing settlement services and support. Community-based organizations, including municipalities and cultural groups, can apply until August 11, 2023.

Marc Miller is Canada’s new Immigration Minister
On July 26, 2023, Canadian Prime Minister Justin Trudeau made significant changes to his cabinet. Marc Miller, a Member of Parliament from Quebec and former Minister of Crown-Indigenous Relations, is now Canada’s Immigration Minister. Sean Fraser, the previous Immigration Minister, is now Minister of Housing, Infrastructure, and Communities. Cabinet shuffles are common in Canadian politics, occurring every two years to replace poor-performing ministers, reward good work, and refresh policies and public communications. The last shuffle occurred in October 2021, after the federal election, when Fraser was appointed as the previous Immigration Minister and head of the Department of Immigration, Refugees, and Citizenship Canada (IRCC).

British Columbia conducted a new draw under the BCPNP
On July 25, 2023, the Government of British Columbia issued new invitations under the British Columbia Provincial Nominee Program (BCPNP) and invited qualified Skills Immigration candidates. In the general draw, the province invited 175 candidates. The minimum score for candidates invited in this draw was 87-109 points. The province issued 30 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202). In the Healthcare-targeted draw, BC invited 20 candidates who scored 60 points. In addition, the province invited fewer than five candidates working in other priority occupations. In total, British Columbia issued up to 230 ITAs in this draw. This year, British Columbia has already invited 6,056 candidates.

IRCC updated the data on immigration inventories and backlogs
On July 25, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the data on immigration inventories and backlogs. According to the last update, there were 2,264,000 applications for permanent residence, temporary residence, and citizenship approvals in all IRCC inventories. According to the update, 35.3% of applications in the inventory exceeded service standards. IRCC aims to process 80% of applications within their service standard, though some complex cases may require a comprehensive assessment. Currently, 32% of temporary residence requests – including ones for visiting, studying, or working abroad and 47% of permanent residency applications are in backlog. On the other hand, 76% of citizenship applications are exceeding service standards.
