IRCC released special instructions during COVID-19
On March 15, 2020, Immigration, Refugees and Citizenship Canada (IRCC) published operational bulletin 669: Novel coronavirus (COVID-19). This document provides special processing instructions for permanent residence, temporary residence, and citizenship applications. These instructions have been created to inform IRCC and Canada Border Services Agency (CBSA) staff on the procedures for new and existing Study Permit, Work Permit, Temporary Resident Visas, and permanent residence applications that are affected by the impacts of the novel coronavirus (COVID-19). In addition, on March 14, 2020, IRCC cancelled all citizenship ceremonies and citizenship tests until further notice in order to prevent the spread of coronavirus.

New Brunswick updated the Skilled Worker Stream Guide
On March 13, 2020, the New Brunswick Provincial Nominee Program (NBPNP) has updated the official guide to the Skilled Worker Stream. The new guide includes some updates regarding the eligibility criteria and application processing. The major change in the guide is the addition of NOC 6711 (Food Counter Attendants) and NOC 6731 (Light-duty Cleaners) to the list of eligible occupations for this stream. NBPNP also clarified that the applications must be supported by an Employer Information Form signed by both the employer and the applicant. Applications without the express support of the employer are not eligible for nomination.

Alberta opens the door for vulnerable workers
On March 13, 2020, the website of the Alberta Immigrant Nominee Program (AINP) released an update regarding the eligibility criteria in the Alberta Opportunity Stream (AOS). The updated criteria allow Temporary Foreign Workers who were granted an open work permit as a result of abuse by their employers to apply for a nomination of the AINP in the AOS. These vulnerable workers must also meet all eligibility criteria in this stream in order to get a certificate of the nomination.

New Brunswick restores access to AIPP for Accommodation and Food Services Sector
On March 13, 2020, New Brunswick published a notice regarding the restoration of access to the Atlantic Immigration Pilot Program (AIPP) for Accommodation and Food Services Sector effective March 16, 2020. The province announced that it will facilitate the hiring of International Graduates from New Brunswick and the other Atlantic Provinces in this regard. Nevertheless, the Intermediate-skilled Program (AISP) under the AIPP remains closed for NOC C positions in both the abovementioned sectors.

Canada invited 119 foreigners in the International Experience Canada
During March 9-13, 2020, Immigration Canada (IRCC) continued the issuance of the invitations to apply (ITA) for a Work Permit in the International Experience Canada (IEC) in a limited capacity. Last week, IRCC invited 119 young foreigners, and 100 of them have been sent to candidates in the Working Holiday category from the United Kingdom. France received 16 invitations, while Germany, Ireland, and the Netherlands each got one candidate invited. Currently, IRCC experience high volumes of applications in the IEC and it may restore regular invitation rounds in the coming weeks. To date, Canada invited 42,041 candidates to apply for a Work Permit in the IEC.
