IRCC held the first Skilled Trades Express Entry draw of 2024
On July 4, 2024, Immigration, Refugees and Citizenship Canada (IRCC) held the first occupation-specific Express Entry draw for candidates working in one of the skilled trades occupations and issued 1,800 Invitations to Apply (ITA). In round #300, the cut-off score was 436, eleven points more than the previous draw for this category-based selection. The tie-breaking rule for this round was July 16, 2023, at 15:44:59 UTC. As of July 2, 2024, were 222,547 profiles registered in the Express Entry pool. This year, Canada issued 46,174 ITAs through 22 Express Entry draws.

Ontario increases minimum penalty for immigration act violations
On July 4, 2024, the Government of Ontario announced an increase in the minimum penalty for violations under the Ontario Immigration Act or its regulations. The Ontario Immigrant Nominee Program (OINP) revised the formula for calculating administrative monetary penalties (AMPs) for employers, representatives, recruiters, and beneficiaries of financial gains from such infringements. The minimum AMP has been raised from $2,000 to $10,000 for offenders. For violations occurring on or after July 1, 2024, the new formula is AMP = (A × B × C) + D. This change aims to strengthen enforcement and ensure compliance with immigration regulations.

OINP published a new update for the Employer Job Offer: In-Demand Skills Stream
Effective July 1, 2024, the Ontario Immigrant Nominee Program’s Employer Job Offer: In-Demand Skills stream has been updated by the Ministry of Labour, Immigration, Training and Skills Development (MLITSD). The eligibility list now includes additional occupations for positions outside the Greater Toronto Area (GTA), such as shippers and receivers, railway yard maintenance workers, and aquaculture labourers. One occupation, “other trades helpers and labourers,” has been added for roles both inside and outside the GTA. These changes, influenced by fall 2023 consultations, aim to address feedback and do not impact existing applications.

Manitoba invited 126 candidates under the MPNP
On July 4, 2024, Manitoba held an invitation round #223 under the Manitoba Provincial Nominee Program (MPNP). In the Skilled Workers Overseas stream, MPNP issued 41 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 709 points. Another 85 invitations were issued in the International Education Stream. In this round, Manitoba has issued LAAs to 126 candidates, including 19 Express Entry candidates. In 2024, MPNP invited 5,034 candidates, and 751 of them received invitations in the Express Entry.
