On July 23, 2020, the Immigration, Refugees and Citizenship Canada (IRCC) conducted a new Express Entry draw. This was the ninth Canadian Experience Class (CEC) program-specific draw. In the invitation round #157, Canada issued 3,343 Invitations to Apply for permanent residence in Canada. The lowest score was 445 points, fourteen points higher than in the previous CEC-specific round. The tie-breaking rule for this round was July 12, 2020, at 15:16:55 UTC. In 2020, Canada issued 57,700 invitations to apply in twenty-four draws of Express Entry. In the nine CEC-specific rounds, IRCC invited 30,915 candidates. Most of those candidates temporarily reside in Canada.

IRCC slightly updated travel restriction measures processing instructions
On July 23, 2020, Immigration, Refugees and Citizenship Canada (IRCC), released a new program delivery update for travel restriction measures processing instructions. IRCC has clarified the national interest exemption from the travel restriction measures. For instance, Minister of Foreign Affairs, the Minister of Immigration, Refugees and Citizenship or the Minister of Public Safety and Emergency Preparedness are allowed to exempt foreign nationals from travel restrictions.

Biometric exemption of temporary residence applicants
On July 23, 2020, Immigration, Refugees and Citizenship Canada (IRCC) published the full updated instructions on biometrics exemption for applicants applying from within Canada. Under the new public policy, effective July 15, 2020, in-Canada applicants for a study permit, study permit extension, work permit, work permit extension, temporary resident visa, visitor status extension, temporary resident status restoration, and temporary resident permit are exempt from submitting biometrics until the further notice. This policy also applies to foreign nationals with pending applications.

OINP accepted 1,300 registrations in the Foreign Worker Stream
On July 23, 2020, the Ontario Immigrant Nominee Program (OINP) informed the public that the program accepted 1,300 registrations from the candidates in Employer Job Offer: Foreign Worker Stream during the session held on July 21. Ontario has now closed the stream and does not accept further registrations. All registered candidates have 14 days to complete and submit the full application and provide all supporting documents, including the up-to-date Employer Form. The estimated processing time for the Employer Job Offer: Foreign Worker Stream applications is 90-120 days. Once the application is approved, successful nominees will be able to submit an application for permanent residence in Canada to the IRCC.
