IRCC held a new Express Entry draw for Francophone candidates
On October 25, 2023, Immigration, Refugees and Citizenship Canada (IRCC) held a new Express Entry draw for French language proficiency candidates. In round #270, IRCC issued 300 Invitations to Apply (ITA) to francophone candidates. The cut-off score of this draw was 486 points, 14 points more than the previous draw for this category. The tie-breaking rule for this round was September 30, 2023, at 04:22:17 UTC. As of October 23, 2023, there were 214,873 profiles registered in the Express Entry pool. This year, Canada issued 91,621 ITAs through the Express Entry draws.

IRCC has succeeded in slightly downsizing the immigration inventory
On October 24, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the data on immigration inventories and backlogs. According to the last update, there were 2,194,900 applications for permanent residence, temporary residence, and citizenship approvals in all IRCC inventories. According to the update, 42.3% of applications in the inventory exceeded service standards. IRCC aims to process 80% of applications within their service standard, though some complex cases may require a comprehensive assessment. Currently, 46% of temporary residence requests – including ones for visiting, studying, or working abroad and 44% of permanent residency applications are in backlog. Additionally, 21% of citizenship applications are also exceeding service standards.

Newfoundland and Labrador celebrates population growth as the province welcomes more and more immigrants
October 25, 2023, Hon. Gerry Byrne, Minister of Immigration, Population Growth and Skills of Newfoundland and Labrador, issued a statement announcing the population growth in the province by 12,000 people in two and a half years. The province’s school enrollment has increased for the first time since the 1970s. 2022 was a landmark year with 3,400 new Permanent Residents, and the province is on track to exceed the target of 5,100 immigrants by 2026. Newfoundland and Labrador’s Ukrainian initiative is globally recognized, with 3,238 Ukrainians now calling the province home.
