Canada invited more candidates in the new all-program Express Entry draw
On July 11, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 800 Invitations to Apply (ITA) to candidates under Express Entry. In this draw, IRCC invited candidates under all immigration programs. In round #257, the cut-off score was 505 points, 6 points fewer than in the previous all-program draw. The tie-breaking rule for this round was October 01, 2022, at 06:13:05 UTC. As of July 11, 2023, there are 209,263 profiles registered in the Express Entry pool, 5,266 fewer than in the previous update. In 2023, Canada issued 65,348 ITAs through Express Entry draws.

BCPNP held new invitation rounds and invited 207 candidates
On July 11, 2023, the Government of British Columbia issued new invitations under the British Columbia Provincial Nominee Program (BCPNP) and invited qualified Skills Immigration candidates. In the general draw, the province invited 152 candidates. The minimum score for candidates invited in this draw was 87-109 points. The province issued 35 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202). In the Healthcare-targeted draw, BC invited 15 candidates who scored 60 points. In addition, the province invited fewer than five candidates working in other priority occupations. In total, British Columbia issued up to 207 ITAs in this draw. This year, British Columbia has already invited 5,654 candidates.

Alberta updated the Alberta Advantage Immigration Program inventory
On July 11, 2023, Alberta published the update considering the Alberta Advantage Immigration Program (AAIP) inventory. According to the new update, there were around 727 Alberta Opportunity Stream applications, 321 Rural Renewal Stream applications, 260 Accelerated Tech Pathway applications, 262 Family Connection Stream applications, 223 applications from priority sectors, and less than ten applications under the Dedicated Healthcare Pathway. Immigration, Refugees and Citizenship Canada (IRCC) allocated a quota of 9,750 nominations to Alberta for 2023 under the AAIP. This year, Alberta invited 1,720 candidates and issued 5,618 nomination certificates.

New Brunswick issued 121 invitations under the Express Entry streams
In June 2023, the provincial Government of New Brunswick issued new Invitations to Apply (ITAs) through the three Express Entry streams of the New Brunswick Provincial Nominee Program (NBPNP). The province issued 28 ITAs under the New Brunswick Employment Connection stream, 64 ITAs through the New Brunswick Student Connection stream, and 29 ITAs under the Express Entry Occupations In-Demand Connection stream. In total, New Brunswick invited 121 candidates in June. In 2023, 630 candidates received ITAs under these three NBPNP streams.

Canada eased permanent residency requirements for Hong Kong nationals
On July 11, 2023, the Government of Canada removed the education requirement for Hong Kong residents applying for permanent residency under the Canadian work experience stream (Stream B) starting August 15, 2023. This amendment simplifies the application process and expands eligibility for permanent residence to more Hong Kongers with Canadian work experience. Applicants will no longer need to submit proof of education. This change complements recent measures, such as extending and expanding open work permits for Hong Kong residents to help more Hong Kongers transition from temporary to permanent residency in Canada.
