Canada held a new PNP draw under the Express Entry system
On February 15, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 699 Invitations to Apply (ITA) to candidates under the Provincial Nominee Program (PNP) in the second PNP-targeted draw of the year. In round #241, the cut-off score was 791 points. The tie-breaking rule for this round was February 8, 2023, at 18:09:01 UTC. As of February 15, 2023, there were 240,264 profiles registered in the Express Entry pool, 849 more than the previous update. In 2023, in total, Canada issued 15,892 invitations.

Quebec held the first Arrima draw of 2023
On February 15, 2023, the Quebec Ministry of Immigration (MIFI) published the results of the 40th invitation round in Quebec’s online system Arrima. On February 9, 2023, MIFI invited 1,011 candidates to apply for a Quebec Selection Certificate under the Quebec Skilled Worker Program. Candidates invited in this round had a valid job offer outside the territory of the Montreal Metropolitan Community. In 2022, MIFI issued 7,045 invitations. Since the launch of Arrima in July 2019, the government of Quebec invited 14,328 foreign nationals in 40 draws to apply for immigration to Quebec.

Canada may fast-track immigration applications from Turkiye and Syria
Canada’s Immigration Minister, Sean Fraser, stated that the Government of Canada may fast-track applications for Turkish and Syrian nationals. In the southwestern corner of Turkey, a catastrophic earthquake caused widespread destruction and decimated thousands of buildings in Turkey and Syria. The United Nations has estimated that 5,800 individuals died in Syria alone; Turkish authorities estimate 35,418 fatalities within their borders. In response to the humanitarian crisis, Immigration, Refugees and Citizenship Canada (IRCC) investigates the potential impacts of expediting Syrian and Turkish applications.

Canada approved over 550,000 study permit applications in 2022
On February 15, 2023, Statistics Canada published a new report on international students in Canada. According to the report, Immigration, Refugees and Citizenship Canada (IRCC) approved applications of a record 551,405 international students in 2022. On December 31, 2022, a record-breaking 807,750 international students held valid study permits in Canada – an unprecedented number. These students were from 184 countries, mainly India, China, the Philippines, France, and Nigeria. Quality and cost of education, work opportunities, and immigration possibilities were the main factors influencing student decisions to study abroad in Canada.
